All pupils of compulsory school age are entitled to a full-time education suitable to their age, aptitude and any special educational needs they may have.
In very exceptional circumstances, where it is in a pupil’s best interests, there may be a need for a school to provide less than full-time education through a reduced timetable to meet their individual needs. For example, where a medical condition prevents a pupil from attending school full-time and a reduced timetable forms part of a planned reintegration programme. Reduced timetables should always be temporary and support a return to full-time education.
The use of reduced timetables is referenced in the Department for Education’s Working Together to Improve School Attendance guidance. Sutton’s local guidance supplements this with more detailed expectations to support consistent practice across schools.
Before Considering a Reduced Timetable
Schools should ensure they have:
- Identified and assessed the pupil’s needs.
- Explored alternative support strategies.
- Consulted with parents/carers and relevant professionals.
- Considered safeguarding implications.
- Developed a clear reintegration plan.
- Agreed review arrangements.
Reduced timetables should be part of a wider support plan and not a standalone intervention.
When Might a Reduced Timetable Be Appropriate?
Examples may include:
- Reintegration following illness or prolonged absence.
- Significant medical needs.
- A short-term intervention to support a pupil experiencing emotional, social or behavioural difficulties.
- Returning to education following exceptional circumstances.
Reduced timetables should be time-limited, regularly reviewed and clearly focused on supporting a return to full-time education.
When Should a Reduced Timetable Not Be Used?
Reduced timetables should not be used:
- As a long-term solution.
- Solely to manage behaviour.
- In place of appropriate SEND support.
- Where safeguarding concerns indicate that the arrangement would place the child at additional risk.
- Where an EHCP provision cannot be delivered as a result of the reduced timetable.
Schools should exercise particular caution when considering reduced timetables for vulnerable pupils, including Children Looked After, Children in Need and pupils with EHCPs.
Local Authority Notification
All Sutton schools are required to notify the Local Authority of pupils placed on reduced timetables and maintain appropriate records, including:
- Parent/carer agreement
- Risk assessments
- Reintegration plans
- Review records
