Alternatives to exclusion for children with an EHCP

There are several groups of children that are more vulnerable to school exclusion. This includes pupils with SEND or that have an EHCP.

There are several groups of children that are more vulnerable to school exclusion. This includes pupils with SEND or that have an EHCP.

Where a school has concerns about behaviour, or a child with SEND needs or an EHCP is at risk of exclusion, it should, in partnership with the multi-professional network including the Local Authority, consider what additional support or alternative placement may be required to meet the needs of the child or young person.

  • To access support from the network for pupils with SEND needs without an EHCP that are at risk of exclusion, schools make a referral to the Vulnerable Pupil Panel.
  • To access support for pupils with an EHCP at risk of exclusion a joint working protocol has been developed. This can lead to an review of the EHCP after appropriate actions have been implemented.

The aim of this approach is to identify and  support the child’s needs in a cohesive and coordinated way, and to reduce escalation to a permanent exclusion. This does not remove the rights of families or settings to request a re-assessment of need as set out in the SEND Code of Practice.
